The Massachusetts Gaming Commission Fines Sports Betting Platforms for Rule Violations
Last week, the Massachusetts Gaming Commission (MGC) imposed fines totaling $50,000 on several sports betting platforms for breaching the state’s regulations on betting activities. The penalties were specifically related to infractions involving betting on Belarusian sports teams, LPGA events, and marketing practices.
Sports Betting Sites Penalized
The sports betting platforms that were fined by the MGC include BetMGM, Fanatics, FanDuel, and PENN Sports. The penalties were issued following the recommendations of the Investigations and Enforcement Bureau (IEB).
Violation of Belarus Betting Ban
Fanatics, one of the sportsbooks, accepted 127 bets totaling $968.13 between September 13, 2023, and March 22, 2024, on the Belarus national soccer team’s participation in European Championship qualification matches. Massachusetts prohibits wagering on events or leagues governed by Russian or Belarusian authorities, including national teams and leagues based in these countries. As a result, Fanatics received a fine of $10,000.
FanDuel also violated the Belarusian betting rule by accepting 3,871 bets on the Belarusian national soccer team, with a total stake of $11,792 from March 20, 2023, to March 26, 2024. An additional 178 bets amounting to $5,829 were placed in July 2024. Despite attributing the violations to a misinterpretation of the MGC’s regulations, FanDuel was fined $20,000.
Furthermore, BetMGM was penalized $10,000 for accepting bets on LPGA events before they were officially approved for betting. The sportsbook received 1,934 bets on the LPGA between March 20, 2023, and May 14, 2024, totaling $1,642.46. Massachusetts now permits wagers on LPGA events.
PENN Sports Fined for Marketing Malpractice
PENN Sports was also fined $10,000 for sending betting promotions to individuals who had voluntarily excluded themselves from gambling activities. Although Commissioner Eileen O’Brien suggested a higher penalty, the board decided to stick with the IEB’s recommendation of a $10,000 fine.
Additional Cases of Noncompliance
During the MGC meeting, two more instances of noncompliance were brought forward. Fanatics faced accusations of accepting 36 wagers on Heisman Trophy futures between January 22, 2025, and March 21, 2025, amounting to $545.70. State regulations prohibit bets on college players, but wagering on college teams not based in the state is allowed. Fanatics had previously been fined $10,000 for a similar violation last year.
In a similar breach, DraftKings accepted 89 bets on points total props for an NCAA men’s basketball athlete, with a total stake of $1,655. DraftKings offered wagering on the points total of a player in the Oregon v. Arizona matchup on March 23, 2025.
Future Enforcement
Despite the fines imposed, the penalties are minimal compared to the operators’ revenue. DraftKings, for example, generated $4.8 billion in revenue last year. The MGC has indicated that more cases of noncompliance may be addressed in the future to uphold the integrity of the state’s sports betting regulations.
