Connecticut Lawmakers Unanimously Vote to Ban Online Betting Sweepstakes
In a unanimous decision, Connecticut lawmakers have approved a bill that prohibits sweepstakes casinos, with only a signature from Governor Neil Lamont needed to turn it into law. The Connecticut House of Representatives voted 146-0 in favor of SB1235, marking the final stage before the governor’s approval. It is expected that Lamont will sign off on the legislation, which will come into effect on October 1 this year.
Sweeping Changes to Gambling Laws
The bill aims to prevent individuals and companies from conducting or promoting sweepstakes that involve simulated gambling devices or online casino gaming. Operating an illegal gambling business will be classified as a Class D felony, punishable by up to five years in prison and a $5,000 fine. As a result of the bill, many sweepstakes casinos have already left the state, with VGW withdrawing operations last year and Stake following suit in February.
The bill also includes exceptions for businesses that run sweepstakes promotions related to the sale of groceries, with prizes that are not redeemable for cash and only used as discounts on purchased items from retail grocery chains.
Support from DCP and Tribal Casinos
DCP Commissioner Bryan Cafferelli expressed support for SB 1235, stating that it will improve their regulatory oversight of the gaming industry. The Mohegan Tribe has been involved in drafting the legislation to protect their interests and regulated gambling through partnerships with online betting platforms like FanDuel and DraftKings.
Impact on Revenue Streams
Since the legalization of online casinos in Connecticut in 2021, revenue streams have been steadily increasing. The state imposes an 18% tax on online casino gross gaming revenue, which is set to rise to 20% by 2026.
Other Changes to Gambling Laws
In addition to the ban on sweepstakes casinos, the bill prohibits state lottery couriers from operating. Similar bans on third-party lottery sales have been implemented in other states like Florida and California.
